Job summary

I’m recruiting for an exceptional Programme Manager to support the Greater London Authority as it prepares for the introduction of the Government’s proposed Overnight Visitor Levy (OVL) . The levy, currently out for consultation, would allow Mayoral Strategic Authorities such as the GLA to apply a tax to hotel and short-stay accommodation. To ensure London is fully prepared, the GLA is establishing a new Programme Team within the CFO Directorate, and this senior role will be central to setting it up for success. 6-month contract | £535.13 per day via PAYE or £700 per day via Umbrella Location: Southwark, Hybrid working: 2–3 days per week in the office The Role You will lead the development of the programme from inception, establishing governance, building capability, and driving delivery across multiple workstreams. This is a fast-paced, politically sensitive programme requiring strategic vision, confident leadership and strong stakeholder engagement. Key Responsibilities Lead a complex, high-profile programme from early design through to mobilisation Build and manage multi-disciplinary teams, fostering a collaborative and inclusive culture Develop and embed governance and assurance structures suitable for a complex political environment Oversee budgets, resources and delivery performance, ensuring value for money Engage and influence senior political and executive stakeholders across the GLA, Government and London boroughs Produce clear, high-quality briefings, reports and presentations Champion equality, diversity and inclusion throughout programme design About You We’re looking for someone with: Deep experience of leading large, complex programmes in political, public sector or multi-agency settings A proven ability to manage and inspire teams through uncertainty Experience designing and managing governance and assurance frameworks Strong financial and procurement understanding within the public sector Credibility and confidence engaging senior political stakeholders Excellent communication and briefing skills An understanding of (or ability to quickly grasp) the Mayor’s priorities and the GLA’s policy landscape A strong commitment to equality, diversity and inclusion If you have the required experience and skillset, then apply now for immediate consideration.
